2026 – NEWLY EXPANDED UTILITY RATE RELIEF PROGRAM
The NTPUD Rate Relief Program includes two options for water and wastewater customers and has been expanded in 2026 to include more options for qualification and increased bill credits. (Details below)
The Program also allows local renters and tenants who are non-account holders with the NTPUD to apply and encourages those who are interested to discuss the Program benefits with their landlord(s).
The Program will operate on a first-come, first-served model and is limited to the annual funding available.

Tier One – offers a monthly credit of $80 off a combined water and wastewater bill and $35 off a wastewater only bill for income-qualified customers.
- Tier One is available for residential wastewater accounts, and single family residential and multifamily residential water accounts.
- Tier One residents must maintain their primary residence within the District and also be actively enrolled in Liberty CARE program OR at least one or more of the following programs: Southwest Gas CARE Program, Boys and Girls Club of North Lake Tahoe Scholarship Program, Medi-Cal/Medicaid, Medi-Cal for Families, CalFresh/SNAP, TANF/Tribal TANF, WIC, LIHEAP, Supplemental Security Income (SSI), Bureau of Indian Affairs General Assistance, Head Start Income Eligible (Tribal Only) at the same address as their NTPUD water and/or wastewater services.
Tier Two – offers a monthly credit of $30 off a combined water and wastewater bill and $15 off a wastewater only bill for income-qualified customers.
- Tier Two is also available for residential wastewater accounts, and single family residential and multifamily residential water accounts.
- Tier Two residents must maintain their primary residence within the District and maintain an annual combined household income before taxes that is not more than 500% of the current Federal Poverty Limit.

- Sign and return your application to the NTPUD, one of three ways –
1) Email the signed PDF to [email protected]
2) Print and deliver the signed application to the NTPUD Main Office at 875 National Avenue, Tahoe Vista, CA 96148
3) Print and mail your signed application to the NTPUD Attn: Customer Service P.O. Box 139, Tahoe Vista, CA 96148

The NTPUD Rate Relief Program is administered on a Fiscal Year (July 1 – June 30). Please allow at least 30 days for processing for the discount to appear on your statement once your application for the program is accepted. NTPUD Customers can apply at any time throughout the year, under a first-come, first-served model and rate relief will be limited to the annual funding approved by the NTPUD Board of Directors.

Available to qualified residential customers in California. Low-income California residents may qualify for a discount on their monthly electric bill through California Alternate Rates for Energy (CARE) for Permanent Primary Residential Customers.

The Southwest Gas CARE Program provides a discount on monthly gas bills to income-qualified customers at their primary residence. CARE eligibility is determined by the total gross household income and number of people living in the residence.
