Tahoe Vista Recreation Area Accessory Parking
This proposed project will construct a parking lot for boating vehicles, trailers and automobiles for visitors of the Tahoe Vista Recreation Area (TVRA). This project will include the addition of parking (24 vehicle with trailer pull through spaces and 41 vehicle spaces), parking management and fee collection facilities, paved walking/bike trails, a bus pullout and transportation shelter, landscaping, and storm water BMP’s. The 3.5 acre site is currently a wooded vacant parcel owned by the NTPUD which was acquired specifically for parking. The initial project on the lakeside was permitted by the Tahoe Regional Planning Agency with the condition that parking would be built on the westerly side of National Avenue to support the parking needs of the park and boat launch facility north of State Highway 28.

The North Tahoe Public Utility District (NTPUD), as lead agency under the California Environmental Quality Act (CEQA), prepared an Initial Study Checklist for the Tahoe Vista Recreation Area Accessory Parking that identifies and evaluates the environmental impacts of the proposed project. Based on the Initial Study Checklist, NTPUD determined that a Mitigated Negative Declaration was appropriate for the project. The public review and comment period is between January 13, 2012 and February 13, 2012.

The proposed project and findings of the CEQA Mitigated Negative Declaration will be presented January 17, 2012 at 10:30 AM at the District’s January Board meeting at the North Tahoe Event Center. Public comment will also be taken at this time and the District encourages all who have comments in favor or against the project to bring them to our attention as soon as possible. Written comments should be submitted to the NTPUD no later than 5:00 p.m. on February 13, 2012.
The project will also be presented as an information item at the February 9, 2012 North Tahoe Regional Advisory Council Meeting at the Tahoe City Public Utility District and comments will also be taken at that time. We will update this site with more information on that meeting once it has been released by Placer County.
Copies of the Initial Study Checklist/Mitigated Negative Declaration are available for review at the North Tahoe Public Utility District Office at 875 National Avenue, Tahoe Vista, CA, the North Tahoe Event Center at 8318 North Lake Blvd., Kings Beach, CA, the Kings Beach Public Library at 301 Secline Street, Kings Beach, CA.
The project is 100% funded by grants of $1.432 million from the Department of Boating and Water Ways, $500,000 from the North Lake Tahoe Resort Association, and $500,000 from Placer County Redevelopment Agency.
Phase 1 Background
Tahoe Vista Recreation Area (TVRA) is a community and regional recreational facility located in Tahoe Vista. It consists of a 2.7 acre lakeshore parcel with approximately 800 feet of lakeshore frontage and an approximate 3.6 acre support parcel at the intersection of Hwy 28 and National Avenue. The lakeside portion of the project was opened to the public in July 2006. Lakeside amenities included launch ramp improvements, opening vistas of Lake Tahoe, public beach access, picnic areas, modern restrooms, bike racks, day use kayak racks, open public plaza space, improved boat launching and traffic circulation, interpretive displays, and storm water treatment.
Phase 1 efforts were recognized by the Tahoe Regional Planning Agency (TRPA), 2006 Best in the Basin Award for an Improved Recreation and Lake Access Project.
Dredging was completed in April 2010 and the Courtesy Docks in the harbor were installed in Spring 2011. To date a total of $5.94 Million has been spent on land acquisition and $4.2 Million on Planning, Environmental Documents and construction of the Lakeside parcel.

The playground was completed in early July 2011 with an official Grand Opening and Ice Cream Social taking place on July 20, 2011. The playground equipment includes a play structure for children ages 5 - 12, swing sets and spring rider play equipment. There are tot swings for younger children and traditional swing sets for older children. This equipment meets all current playground safety and ADA standards. This playground equipment replaces the old equipment that was removed last year because it did not meet current safety standards.
The District's Recreation and Parks Commission had been spearheading grant writing and fundraising efforts that had brought in more than $35,000 including grants from the Truckee Tahoe Community Foundation, Lahontan Community Foundation, Tahoe Mountain Resorts Foundations, Tahoe City Rotary as well as donations from many personal donors. In addition, a grant was received from the North Lake Tahoe Resort Association for an additional $44,000 with the remainder coming from the District's Recreation and Parks reserves.
